SSW guide for Indonesian people

For Indonesian citizens, checking Indonesian government systems is important before working under SSW. IPKOL is related to job offers, SISKOP2MI to overseas worker registration, and E-PMI to departure and work management. P3MI use is optional, but if you use one, check that it is a licensed employment agency.

Systems and submission offices may change. This page is a guide to understand the order of preparation. Before applying, check the latest information from the Immigration Services Agency, the Embassy of Indonesia in Japan, the Embassy or Consulates of Japan in Indonesia, and related Indonesian agencies.

Indonesia
  • When a Japanese accepting organization recruits people from Indonesia, the Indonesian government says it strongly prefers registration on the IPKOL job and worker matching system.
  • After the COE is issued, the applicant is instructed to register online with SISKOP2MI and get an ID number before applying for a visa.
  • After the visa is issued, visa information is registered in SISKOP2MI, and E-PMI (Migrant Worker Card) is issued after completing pre-departure orientation and other steps.
  • Documents proving completion of Indonesian-side procedures are not required for Japan status of residence applications. However, the SISKOP2MI and E-PMI procedures still need to be checked.
  • Indonesian authorities say there are no fees for IPKOL or SISKOP2MI registration or getting an ID number.
Flow when going from Indonesia to Japan
  1. Pass the skills and Japanese exams, or confirm successful completion of Technical Intern Training No. 2 or No. 3
  2. The Japanese accepting organization posts a job on IPKOL or another system, and the applicant applies
  3. The company and applicant check the job duties, salary, housing, support details, and costs paid by the applicant
  4. The company and applicant sign an SSW employment contract
  5. For unclear points, I checked with the accepting company, registered support organization, or regional immigration services bureau
  6. After the COE is issued, the applicant receives the COE information
  7. The applicant registers with SISKOP2MI and gets an ID number
  8. Prepare the COE and a copy of the SISKOP2MI ID number, and apply for a visa at the Embassy or Consulates of Japan in Indonesia
  9. After the visa is issued, register the visa information in SISKOP2MI, complete pre-departure procedures, and get E-PMI
  10. Leave Indonesia with E-PMI and other required items, then enter Japan
2. If a person in Japan changes status to SSW
  • Students, technical interns, designated activities holders, and others in Japan apply for permission to change status of residence at the Regional Immigration Services Bureau after signing an employment contract with the company.
  • Indonesian authorities say IPKOL registration is not always required when a person who successfully completed Technical Intern Training No. 2 or No. 3 moves to SSW at the same training site.
  • On the other hand, even in Japan, Indonesian citizens are instructed to get E-PMI through SISKOP2MI to work as SSW foreign workers.
  • The Embassy of Indonesia in Japan may accept some procedures by mail. If you live outside major cities, check the required documents and whether mail procedures are allowed with the embassy.
Checklist before application
  • Decided whether to use direct hiring or P3MI, and if using P3MI, confirmed it is a licensed agency
  • Confirmed whether IPKOL registration is needed for your case
  • Confirmed the order of SISKOP2MI registration, ID number, and E-PMI
  • You are not being charged unclear fees for SISKOP2MI or getting an ID
  • Read the employment terms in a language you understand, and checked salary, deductions, work location, overtime, and days off
  • If religious support is needed, discussed prayer time, meals, uniforms, and safety and health rules with the company
